폴링 방식을 폐기하고 2025-bom-bom 이벤트 기반(즉시 배정, PAT 불필요)으로 전환하여 불필요해졌습니다. 대체: woowacourse-teams/2025-bom-bom#799, #46 |

리뷰어 자동 배정 폴링 간격을 10분 → 5분으로 단축합니다. (#43이 main으로 직접 머지되어 #44로 revert된 건의 재작업 — 이번엔 server 대상)
❓ Why
PR 오픈 후 배정까지의 대기 시간을 줄이기 위함입니다. admin 대시보드(client #289)에 "5분 간격" 안내가 표기됩니다.
